What has one got to do with the other ?
EULA is "invoked" all the time, what, are you saying there was a time when CCP has not claimed they don't like bots or what ?
Also, it's not like the sudden increased anti-bot interest was their idea of fun, it was massive complaining from the playerbase that promted them to shift focus from other stuff like RMT and whatnot else.
Yeah, sure, RMT and botting is linked to some degree, but not necessarily.
It's merely a question of limited manpower and where that manpower is focused.

Its easy to know how botting is being done (just buy a copy of a few bots, most are the same). The hard part is stopping it in a way that will not adversely effect human players.

Not quite directly, true.
But the OP's lack of competency in matters of anti-bot measures makes him heavily underestimate the difficulty of creating effective measures against it, implying that he thinks he could do a better job if he was in their place, or that he thinks CCP is either incompetent or malevolent. Or, you know, the wrong conclusion.
So, maybe not quite "the" D-K effect (since he's not trying to fix botting himself, failing, and not realizing it), but very closely related anyway.
Do they have a word for that ? Probably. I just can't think of it right now. So the DK example was the most fitting one I could come up with.
